i can't find it on the guildwars website does it only pop up at certain times?

They stopped due to technical difficulties that Anet couldn't fix.

Good news is, if you haven't done so yet you can talk to the high priest in Great Temple of Balthazar to claim 50 free reward points. This was implemented as a "compensation" to those who didn't receive the correct number of points many many months ago.

And I'm sure you know, but you can turn those points in for z keys
